At the moment Napit will have you even without 17th providing competance can proved and its taken within 12mnths. This will all change on Jan 1st, 17th is then mandatory. Napit can be joined without a 2391 but you cannot do PIR's with them (approved inspector, testing for the labc). The insurance is cheap enough thro Napit.
On the business side, make sure you have work before "going it alone", its tough to find work out there and the government ( as is usual for the Torys) want us all to go self employed and absolve the 1% of all responsibility to the working man, thus more people "having a go".

My advice is, if you are in employment stay there.
