Should be simple rules...

1) You can only play for a club if you were born in that County
2) Every England Manager should be English
3) Cap on earnings of £40k per year. When you're past your prime, go train to be an "expert" in the shed

And when your career if finished you get a free 5 week course on how to be an electrician
