As this is a domestic situation not sure we can introduce the EAWR 1989 into the mix now, may have been able to in the construction stage, but not sure how relevant that would be now.

Who is ignoring the current regulations, I can dimly remember the 14/15th edition giving us guidance on socket outlets and distances from sinks, but I have never seen in any previous editions a guidance on heights except the one that is in it now which in the new edition is reg 553.1.6

The regs also tell us that they are not retrospective in the introduction, I'd also have a of read note 1 in appendix 6 concerning PIR/EICR?
 
Whilst this is true,

When you I&T an installation it is to the current edition of the regs.

You don't have to make it comply retrospectively, only code for it. as long as the installation is safe.
So codes 1 goes without saying, code 2 as soon as possible (not an immediate danger). Some common sense to be applied.

Btw where in the regs does it state socket/switch heights (a definite measurement) ?, Parts P and M of the building regs mention this for new builds, the OSG mentions this WRT part M & P.

This is where the confusion with a PIR comes in, namely part P.
