Hi
I always thought installations were safe at the time of instalment etc, the Distribution Boards at my works were installed over ten years back.

Our company just had its EICR done. The tester gave us a C2 for a number of DB’s which don’t have Surge Protection Device installed, these DBs with the C2 do have lighting and emergency lighting circuits.
Do we have to have these SPD’s installed now because of 18th edition amendment 2 or should it be a C3 for a recommended device in the DB’s for old boards.

C1 – There is a danger present, risk of injury and immediate remedial action required.
C2 – There is a potential danger present and urgent remedial work is required.
C3 – Improvement is recommended.

how can anyone justify a surge protection issue as a potential danger?
 
I presume that the reasoning is that there are life safety systems present (i.e. the emergency lighting installations). That said I would probably personally consider the classification of the Observation to be rather harsh.

Exactly, having no SPD isn't a potential danger with urgent remedial work required.

I agree, its defiantly harsh to put it as a C3
