I have just been to see someone whose main tails between the main fuse and meter have started to melt. Would just like your thoughts on the next course of action. What I think is we should contact the DNO. These are their tails after all aren't they? They are 16mm and the board is serving three 32A breakers, one 40A breaker, one 16A and one 6A and therefore 25mm should be ok. Am I right in thinking that the DNO should ugrade the tails to the meter and then the home owner should provide the tails from the meter to the consumer unit. Whilst they're doing it I would suggest an isolator is put in so future work can be done to the board safely. The main earth cable looks to be 4mm so would suggest they increase this to something more suitable. Thoughts please. Just so you know the owners have isolated all the circuits and moved out until it's sorted out.

You have answered yer own Q, get the DNO out ,its there problemo.
 
As said its the DNO's responcibility and also as said you can install your 25mm meter-CU tails plus isolator id also check the cal date on meter or ask DNO when their meter will need a recert as if due or near due ask for an isolation meter (a meter with built in outgoing supply isolation) this will save you fitting an isolator.
 
I phoned up the DNO which is Western power. Not their responsibility apparently and was directed to Scottish power who are the customers suppliers. The guy couldn't book the work in without speaking to the customer unfortunately. Anyway, it will get done in the next 24hrs I have been told. I am really struggling with this procedure. I thought responsibility of everything up to and including the meter was the DNO and I could book it all though that doesn't seem to be the case. Should I have just left this to the customer to do from the outset seeing as I wasn't allowed to book the job on her behalf?
 
Call their emergency line and tell them you are working on behalf of the customer and that there is a potential hazard with their installation.

You should find they will be round sharpish.
