I cant get my head around the new coding as far as C3 is concerned, if an item eg csa of bonding is compliant with say the 16th but not the 17th do I use C3 and comment complies with prevoius edition and is not urgent, any thoughts please

The main point is that you are identifying items that may give rise to danger. This means that C3 is practically redundant as if your observation does have the potential to give rise to danger then it should be C2.
However in practice items that do not comply with 17th Ed Amd1 could be given a C3 (if they are not dangerous, but probably should be improved)

the way i see it, its just the old code 3 that is gone. So anything that was a code 4 before is now a C3. code 1 & 2 stay unafected apart from the C in front. still trying to get it in my head but every time i look at the new cert all i see is tick boxes. lol

Yep. The once written cert, that required you to think.
As now been replaced by a multi page, multi choice questionare with lots of tick boxes.
And making lots of money, for the people producing them once they have succeeded in making your old certs redundant. lol

I don't think anyone on here is going to say it needs replacing, some may even argue that it's not even a c3.

The actual listed observations seem easily resolvable, comfortably less than a day's work. The picture of the supply poses a few questions...
