there is a tim 30 coin meter in a flat of my mates when you putting in money , your hand is touching the tails going to distribution board.. whats your verdict fine or not fine......
 
By touching the tails are you saying bare copper or the PVC insulation? Most meter tails can be touched as very few are put into any sort of cable containment, as they are double insulated.

If he is just touching the insulation and that is double then I can't see any real problem with that. I would check as the very operation of inserting money is putting you into perhaps daily contact with the meter, that all the covers are secure and that they are correctly IP rated for the job.
