Think its the nuetral exposed but still bad. Regarding TNC-S vs TN-S, Have come across simaler cut outs and they have been cross connected to the nuetral in the head, hence pme. Its that adaptable box that throws it. Not exactly conventional, putting it nicely.
 
Normally, with new supplies, if it is TNCS, they just leave a whole for the earth to be connected to in the side of the cutout.

With TNS, they supply an earth block to connect to, or in this case, a tidy adaptable box as they probably didnt have any blocks left.
 
Thanks for the feedback all, I have a multifunction tester available over the weekend so ill measure it and will update the post with the results for future reference.

A few weeks after the new meter was installed, the power went off. The reason for this was one of the tails had fallen out and was dangling live under the meter lol. Neither parties involved in the supply or meter installation (not sure if im allowed to say who they are on the forum) would accept any responsibility and blamed each other. In desperation to get the power back on my dad had to remove the seal and re-terminate the tails himself. They were all very loose, not sure what the installer used for a screwdriver. There is a written diary of all the efforts to get the issue resolved on the paper you see in the photo for when we are asked the question why we removed the seal.

so Ze 0.35Ohms and my Part of the Circuit just half of R1+R2 is 0.19353Ohms as its 1.5mm x 10m so well under but dont know of any switch gear...
