mmmmm so you look at your main incoming cable/cables in your main switch and the neutral is bolted/connected directly onto earth as has been stated is sometimes done............how would you say that is TN-S?

A N-E link at the main switchboard won't be at the main switch, but between the earth and neutral switchboard bus bars. The link will also normally be a removable bus bar link.... It won't necessarily be in the same compartment as the main incoming switch either, but in a cabling compartment!!
 
see engineer54's comments above, I would agree, we see it often always TNS on reports and backed by NICEIC on annual inspection last year
