Why are you questioning the designers? They have designed the installation and accept the liability for that design.
So what if you think it is over specced? There could be many reasons for this, especially in an environment with a lot of high tech equipment like that.
Where does the main bond for the lightning protection and structural steel terminate? These may well need to be a lot bigger than 25mm.

with that kind of supply im guessing its a testing facility of somekind. some equipment to test engines indoors etc use a lot of power (if it is simulating different conditions and monitoring it)

i could be completly off the mark and it could be an mod site etc and honestly i dont have a clue and im not going to ask either, these kind of places are restricted for a reason

There's one machine on its own that requires a 1000amp and runs at a power factor of 0.4
A bit off topic of bonding but a PF of 0.4 is atrocious. Why don't they actively correct, they could probably install a supply half the size and it would be cheaper by far in the long run if they're metered Kvarh.

weve put in PF auto correction inbuilt to the panel, its not a testing facility basically it loads and unload wings into an aeroplane to send them to france where they build the planes, im only questioning it because im currently doing my design course and id like to know why they designer has specd it as such
