It's in Essex. Who cares?
A "dislike " for that post. some people just ain't got any sense of humour. i recommend a week in a Scouseland city centre pub as a remedy.

Probably started life as a TN-S but lost the earth connection so converted to TT
It looks like the remains of an earth clamp on the lead sheath, by that black tape.

I suggest you go knock on next door's and see what their intake is like.

Obviously, just don't barge in,and demand "i want to see your intake!..."

A date,some drinks,a little chat....just see where it goes...;)

It appears to be a system with no earth . Unless the cable from the rod goes straight into the DB.
Did you do any testing to obtain a ze?
I've come across this in the past , with both very high and very low readings.
On the low readings , I've not always ascertained where they are getting there good path to earth.
I then tell the customer to contact their supplier , then very rarely do I hear from the customer again .

Probably still on the phone.
