Looks to me like the top left DB with the yellow caution sticker is unmetered but it could just be my 14 year old monitor.

Correct..... there are loads of other points on this board that should be looked at by I was only instructed to determine if one flat was picking up the cost of the communal lights, heating and fire system! Me thinks that their maintenance costs will be going up!

As for the individual flats, thats up to the individual owners, then there are the other flats - where is their power coming from!
