Instead of just heaving on the spanner you need to tap it with a hammer to 'shock' it undone, but not massive thwacks with a lump hammer or you'll break it or round off the nut. (I'm being serious here, having worked for a plumber). Have you tried dribbling a bit of heating oil onto the threads? It is thin enough it should penetrate into the threads quite well if left to soak in for a while.
 
Was on a job the other week where the oil tank was lower than the boiler,it had also run out of fuel and wouldn't prime

This system problem was resolved by the heating guy with the addition of a Tiger loop.apparently they are supposed to be fitted for this very reason,but will work without them as long as the tank never becomes empty
The contraption was around £100,maybe yours has one or doesn't need one,but its a thought
 
A Tiger loop saves fuel as well as being a de-aerater, as you only have one pipe going all the way back to the oil tank, and a short loop going round this mini-reservoir, meaning that only the oil circulating that short loop gets heated by the boiler, rather than the entire tank. It should have a priming button on it to purge the air.
