Turn one tap on, the other tap almost no water comes out...

Hello,
A novice question I'm sure.

What's the issue here? some sort of pressure issues of course but was it due to bad plumbing. What's needed in a house to ensure not matter how many taps are on the water still comes out full blast?

On top of this a similar issue is turn on tap on down stairs the kitchen sink for instance and then who ever is in the shower gets angry because they were showering in ice cold water. Why didn't the plumbers that installed the piping put some kind of device in to ensure this doesn't' happen? Why does it happen? Is it another pressure problem? Can it be retrofitted? I thought the boiler took care of pump and pressure and all these type of things.

Are there any standards when fitting plumbing to ensure engineers check all these things before leaving the property?

Thank you to all that reply.
