Looks iffy to me seen a few pms systems during periodic s with the incoming neutrals not connected and the Earth neutral linked to fool the metre abstraction at its finest

The best advice is to contact the DNO to check the earthing arrangement here, it could be genuine PME conversion or DIY, taking a Ze could give a more accurate result.
The danger here is if the cable gets removed from the N bar in the cutout and old TNS has lost its metallic path because its been genuinely ditched.
DNO needs to confirm this.
