Yes, but designer/customer is asking you to certify that the installed cable etc. will perform to the given network standards.
When you have tested you can then issue documents stating it will perform as expected.
So how do you know the system you have installed will perform ? You must have installed it to a standard, yes.
when you run you cabling in for sockets you test to make sure It's correct, yes.

I now have to employ a specialist to come in and supply / wire / terminate & commission the cat6 install! With no extra money f**kin makes me sick
Can you not just get them to commission it for you, after all they will be installing the cabling to the same regs you would (I hope). You can rent the testers required if you think you can interpret the results correctly.
