No the part P 2010 amendments don't touch this. Spin is right, Tel is right it is one of them grey areas, and to be honest, if your fitting a larger earthing conductor would the LABC be all that concerned. It may well be one of those times you fit it and do not notify, but a call to the LABC is as Spin suggest the way to go.
 
yeah, phone LABC and you'll get the response " what's an earthing conductor? we don't have bus conductors any more, is it a necessary piece of whatever?"
