Use of SY 3 core in outdoor domestic lighting

I have just been on a site inspection which produced burnt out cables (Sheathing melted or burnt away), within some ground recessed fittings. I have not seen this used before and can only find reference to this cable (SY Cable) being used for Air-con, IT and food processing as a 'control' cable.

Having searched the web I find it is only suitable for use up to +70 Deg C, and within these fittings it will easily exceed that with a halogen lamp inside.

Would the choice of cable to be to blame? As un-suitable. What could I have suggested that should have been used? Rubber H0RN or SWA?

The cable is tri-rated and the ends need crimping before termination and the appropriated gland needs using with this cable to give it IP protection from moisture getting into the braid, also the cable rating needs confirming for its use, halogen supply terminations are usually in a cooler part of the fittings but manufactureres instructions may need addressing, given all this i still think its been used and picked as a armoured cable which it isnt and wouldnt consider it for this use, the choice of cable would in my mind come down to the installation method you employ, example swa buried around perimeter up to joint boxes and flexed out to fitting as just one method available but ive little knowledge of your particular job at hand.
 
Ripped a load out last week all wired in SY they hadn't sealed them properly the water had worked it's way up the inner sheath via capillary action a good 4m along the wall it was clipped along. Wouldn't waste time with cheap ground lights they are a nightmare to seal LED all the way.
