Update -
I did check Ze when direct Zs was high and did still get very high reading (13.12 ohms) which was my reason for concern.
I called the DNO and they put priority on the call and were out in less than 2 hours.
They had a look and gave me a deffect notice stating PME required.
Already an earth provided attached to lead sheath and inadequate and that combined neutral earth would be fitted.
Customer to call and arrange time for work as soon as possible when best suits them.
I would have thought this was free of charge and as yet I do not know if they have been quoted any charge.
However, yesterday I had new job and came accross exact same fault.
Again DNO out within 2 hours and same deffect notice left.
This time customer has already called to book work and quoted a charge of £157.56 for the work to be paid upfront. Surely this is not right.
Existing earth not adequate and should be maintained by supplier FOC. ???
