I know that maybe now he's probably running with his own business! But maybe he didn't find the power to start new career. In that case I want to recommend him to get an electronics degree. My brother is an electrician and he has found plenty of work in power companies and also he always receive a lot of orders from private houses. Try to look into these power companies to see if they have an apprenticeship program or there are also many electrician programs online (for example this one electricianclasses.com).
An electronics degree is an excellent thing to have, but would not be very useful for someone wanting to train as an electrician.
