Well now, there's a question. If you are replacing a faulty twin and discover it's not RCD'd do you raise it? I probably would but not as in "it has to be done" more that they should look at upgrading at some point. As a personal protection benefit if nothing else.

Only been asked to change 2 singles to twins

yes ,is the answer ,but if it is faulty and you change the socket fronts
and there is no rcd on the circuit then put in rcd for safe sake.

2 of those Volex CUs appear to be switched off (redundant), and i see no RCD protection at all.

Don't you mean 2 of the CUs are upside down
