The timer is now no longer required as all the spotlights have dusk sensors. It's also extremely old.

Well you can lose the time clock if you are not concerned about them being on all night and gland the cable at a steel adaptable box.
 
We did some tower blocks about 13/14 years ago. All communal lighting, full fire alarm system installed in communal and flats, communal power (cleaners sockets, tv amp, door entry) all done in MICC......we worked it out one day that there was over 3000 "ends" to make off! I remember sitting for weeks making off pyro ends on pre cut lengths, the legs of my overalls were white!
 
It seems to me that without the gland and presuming the other end has been butchered the same,you need to make that end off properly and gland it into an enclosure,or at least don't leave it live,that sheath needs earthing

The sheath is earthed assuming that pot which looks like it has an earth tail is a pot with an earth tail.
 
I have known electricians in years gone by when using the unsheathed MICC after installing to have to polish it (well that's what they told me )!!.
I take it from your post Ant you are referring to my first day at work as an APPRENTICE about 1960 ish when I was instructed by the Spark in charge to use some steel wool and to clean the bare MICC, MIMS, MI, Pyro, Mineral, Pyrotenax or what ever is deemed the correct name for the cable.

I removed names to protect the innocent ,however it would of been one of the jobs on a surface job to remove dirt from the install and would of been left to the apprentice.
