Okay, here goes...


Last night i was asked by my girlfriends Nan to look at her cooker as it gave her an electric shock. So i went round and turned out to be the element, anyway thats eralavant.... As i was inspecting the cooker i noticed there was no earth in the 13a socket next to it (My tester picked this up). So i checked a few more sockets and no earth was wired in them...

Went back the CU and they only earth provided comes off a lead water pipe using 2.5mm2 green cable, It is an old installation.. about 1930's-1940's. Further to my investigation i started to check the insulation resistance and that was shot too. Got my standard multimeter out and measured between the outside of a stainless steel kettle and the stainless sink 82V !!!

I then told her that her house was a death trap and needed a full re-wire. I told her i couldnt do this as im an industrial electrician not into domestics... So arranged to meet my mate there who is NICEIC tonight.

Then today i get a phone call off the father in law (who is a complete t*SSer) saying dont bring my mate round as he does not want the house re-wired...

I explained to him that it is too dangerous to leave... and he said "dont worry about it I'll buy her a plastic kettle"

It was like talking to a brick wall..Nothing would sink in.

Who can i report this too so action can be taken, as granchildren are always at this house.

You could try and get your m8 to issue a Danger notice like this, though this may not be worth a light as he was not inspecting the installation ,Unless you can get your father in law to agree for him to come in and test that circuit again and then condemn it.

You make note of the Danger, you sign it time and date it, the customer has to countersign it as an acknowledgment of the Dangerous situation. Then the cert gets submitted as a normal cert would oh and leave the circuits de energized. This would be to cover you professionally, on a personal level just don't go around there.

I can only assume she's well insured , I f he won't listen contact someone that will your girlfriend prehaps or help the aged

My father never finished a building project in his house, open plan house, stairs with no banisters/hand rails, 6 ft drop from lonuge to dinning room, exposed wires......I ended up refusing to take my children there as has my sister. Result he he getting it sorted! Blooming death trap!
 
nope, and i dont think anyone else would be interested either unless it was a rented property and then maybe just maybe

how great it is to be regulated
 
I understand that there is an old law that hasn't been changed where Domestic people are not under the HSWA act 1977 umberella . Reason is becuse where the lords had civillian servents working for them ages ago they had no obligation to comply with this law.

HSWA is 1974 not 1977 and how can a act which is called The Health and Safety at WORK Act be anything to do with someones home???????

Hi Ian,

On site or at home - the need for explaining a HSWA breach!?!. I would not just because I didn't like my father in law but because I would want to take my kids to see there Great Grandmother? But as you say which is True that it is not the Health and Safety Executives responsibility now. Whos is it??????

Dangerous or Dilapidated Buildings or Structures (Building Act 1984)

The purpose of build regs is to secure the Health and Safety, Welfare and convenience of people in or matters affected.

A notice can be served by the council for a dangerous, ruinous or dilapidated.

H&S at work Act and EAW1989 comes into play when you work on that home / building.

Thats how I understand it anyway please correct me if I'm wrong

Lucky a shock like that could kill someone with a weak heart, sneak round to his house and liven up his car, see how he likes it
