Checking to see that an Installation is safe, is to my mind a good option.
However, who would pay for such a check?
If all the OP has been contracted to do, is install an Isolator, which to my mind should take no more than half an hour, is the client going to be willing to pay for a full periodic and a day's wages?

I know. I would personally insist though or not bother taking the job on.

You won't win any work with that attitude, and before you get all touchy, I am not against your view at all, that said you wouldn't really expect a customer to pay 400-500 quid out for a full test to replace a double pole switch would you? well seriously would you?
 
Even though this particular job is remedial work brought up by a recent EICR which should have included testing to ensure the safety of all final circuits ?

Maybe at least a few sample tests to see if the original EICR is accurate. Peace of mind and all that.
