Im a qualified electrician upto 17th edition and a friend of mine has asked me to do some electrical work on a few of his jobs. Do i just need to do my part p and get public liability insurance. Also do i need to get all works i do certificated. If so does part p enable me to issue a test certificate.

To "do your part p"? It's not a qual, don't waist your money. To self cert you need to be part of a scheme (nic, napit etc) or on each site inform and pay your local building authority. What type of work will you be doing?
 
As paul say joint a schem PLI and off you go Part P is which is a legal requirement of the building regs all you realy need for your part P is the electricians guide to the building regs and Documnet P and have a read save a few pennis and use the money to join a part p scheme
