So, after talking to my supplier and talking with the guys at UkPowerNetworks I still dont have a definitive answer to this problem..

The Box:

As you can see, the cable coming in from outside connects to the board, I was told by my supplier that it is bypassing the meter but what is its function?

Is the power going out and am I paying for it?

There is a thick cable just out of shot (at the bottom) which I assume is the main power IN cable..

All help massively appreciated.
 
The two cables from the ground might be coax, one incoming signal and one outgoing, with a booster amplifier in the wall box. Plus a coax feed off to the 4 houses going up the wall. Might well be all no longer used, my house has such an incoming coax for an old cable TV system no longer used (but fortunately I don't have any eyesore of a box on the wall).

Quite possibly nobody is responsible for it anymore!
 
If you don't own the house and it's Housing association it's not your problem or responsibility, let them know about it.

You're not being charged for any electricity going out on that MICC.
The Housing association periodic Fixed wiring tests should have identified any issue around the cable.

if it is bypassing the meter ?
then you ain't paying for it !

BUT

some form of common power seems most likely
like walkway lighting.

but we are just guessing.

Like someone has said above, if your meter and fused are outside, accednetly make the fuse fall out and leave it in the enclosure, if no one complains after a few months accednetly get it ripped out and deny all knowledge. For legal reasons my name is Mr Smith and I live at number 2 Lybia Road, Lybia.
 
If you own the house, details of such a box should be on the deeds

House Deeds are now digitised and held by Land Registry.

It only records property register, proprietorship, and if there are any charges. There is also available a map displaying the boundaries of the property. Nothing else is held or stored. Any other documents that might have existed, may be with the solicitors who carried out the conveyancing or the mortgage provider, when you purchased the property.

I make this point, as when I tried to recover documents, that I knew existed from my solicitors, they could not be found. It didn't help the fact, that my solicitor had past away.

So, if you know of some important documents or of a personal interest, get onto your solicitor or mortgage provider, before they get shredded.

It varies. There are also often details of rights of way, neighbours rights/access for maintenance of their and sometimes covenants that are in place (mine state that I can't run a business from it, and that I can't have a fence or hedge above 2 feet high :) )

Just curious, have you actually found out what documents the Land Registry have of yours? You might find, they don't actually anything other than I previously mentioned.

I had documents relating to access and ownership of fences for example. None of these were stored with the Land Registry. They are either collecting dust in some solicitors/mortgage lenders storage, or were shredded in 2008 when LR went digital.

My deeds (physically in my ownership) include that stuff, but I see now you are referring to deeds held specifically by the land registry. Must admit I don't know what the land registry hold for mine.
