Can you distinguish the earthing system from this.It's an external service head splitting a supply to various installations

That is somewhat bigger than 16mm nor can you make assumptions.It is a metalclad wallbox used to feed mural wiring services. It is PME as can be seen by the 16mm earth wire from lead sheath to neutral conductor although it should have a PME label fixed.

Need to have a look at the load ends.That's a very big 16mm!
You cannot say for certain from that picture that it has been converted to TNCS, it is likely, but not guaranteed.
