Someone please tell me what this is.

Can you distinguish the earthing system from this.
Would the cable dropping down to the outside armour of the incoming be an earth.

It's hard to distinguish the earthing system from the pictures, having a lead incomer suggests TNS, but it could eaisky have been converted to TNCS.
What equipment is installed where the service enters the installation?

The Cable that appears to attach to the incoming cable is most likely an earth, but its not possible to say for sure from a picture.
 
It is a metalclad wallbox used to feed mural wiring services. It is PME as can be seen by the 16mm earth wire from lead sheath to neutral conductor although it should have a PME label fixed.

That is somewhat bigger than 16mm nor can you make assumptions.

That's a very big 16mm!

You cannot say for certain from that picture that it has been converted to TNCS, it is likely, but not guaranteed.
