What the ...... is this?

Customer emailed this pic. She's having loft insulation upgraded and the fitters haven't seen this before and suggest she gets it investigated before they fit the insulation. Apparently there are several of thesr 'poly' bags flat on the top of the plasterboard under the existing insulation between the joists. The house was built mid 80's all daisy chained together. Anyone have any ideas or seen these before?
