In the breaker box of a 2010 house, there is a distinct 15A breaker for the garburator and distinct 15A breaker for the dishwasher.

The garburator is powered only if the garburator breaker is on.

But the line to the dishwasher is powered if EITHER the garburator breaker or dishwasher breaker (or both) are on. What would explain this?

There's an incorrect link between the two breakers.
 
The OP is Canadian, it could be a link on one side of a split-phase breaker, with one load on the L1-L2 @ 240V and the other on linked L?-N @ 120V.

The best way I can say is that the dishwasher and garbage disposal both require their own separate circuit.
