I dont know about the other DNO,s, but this was a gripe of mine for ages as getting them to co-operate at all was all but impossible, It took a bit of doing but I eventually got a phone number of what we call a " high heid yin" (some one high up the chain of command) and gave him a few home truths, there was a pause, then he said " someone will get back to you" low and behold someone did from SSE in Perth, the very nice chap said "phone me let me know the postcode of where you are pulling the cut out, then when your done we will get a meter guy round to re-seal it", if I need PME or a new service head same deal,

No probs in the area I work. After emailing SSEPD to clarify, I went to my local depot & picked up some temporay 'labels'. There was a bit of head scratching to start with, but I was eventually seen by the right member of staff. Did my job, CU & meter tails change, cut fuse & meter seals cut and replaced with temporay labels. I then phoned their customer service desk, gave them the clients address & seal numbers. They said they would arrange resealing in due course, when meter was next read. Labels are only given to Trade Association Members, Elecsa, NICEIC etc.
