Hi I was just watching DIY SOS on the telly and a council inspector said that an electrician can not test someone else's installation. Is this true?.
 
So if you have not got 2391 how do you get on with installing new circuits?. I have 2391 but just interested in knowing the facts.
 
The 2391 is not a requirement to be able to test but it goes a long way to proving that you are competent to do so.
 
To carry out an EIC for another spark you would have to more or less supervise the installation with numerous site visits. This would be the only way that i would even consider testing a new installation for another contractor.
 
Would help if you could elaborate on "under agreed conditions".

Well i will give you the example that introduced me to this fact...

A couple of years ago, a couple in west London had a rewire done. It was carried out by a team of eastern european gentleman whom went home for Christmas. They didn't come back.
So, an electrical installation has been carried out. Regardless of wether it is satisfactory or not, it hasn't been commissioned. So the couple were put in a horrible position when mr building inspector came round and asked for all the guff. As the couple could not contact the electricians they were advised to seek the advice of an electrician who was NICEIC approved (other scheme providers are available). So this is how they contacted me.
The very first thing I said was that I will be able to carry out a PIR and that is all, however the building officer was very specific that he required proof of notification. So I got on the phone to the building inspector on behalf of the clients and explained the situation.
The building officer was understanding, but informed me that, and I quote:

''it is of the opinion to building control that SOME approved electricians, will be apply to carry out a TRACE inspection. And if this is done, and the electrician is satisfied, then they can notify the installation themselves".

These words I will remember for a long time. At first I thought it was made up bull ****, but I have had this situation occur with 7 different local authorities, and having spoken to them over the phone prior, had no problems in testings another electricians work.



So these conditions are:

That the installing electrician has absconded and cannot be contacted by client,
That the situation has been discussed with the actual inspecting officer, who is happy with the arrangment.

Just done of these this week where the sparky has done a "runner".

It is Part P that does not allow the certification of anothers work, not the schemes.
