If you are running a single phase board in a commercial premesis, its the only board in the place, but the incomer is 3-phase with a 3-phase meter but only single phase leaving the meter, would you still double the KA?
 
Guessing what is being asked is that there is a three phase supply to the building currently and only a single phase is being used to supply the lone DB for the premises, and he just wants to know if to get your PFC Ka value you still have to use the rule of doubling the reading as if it where a three phase DB using all the phases. just a guess.
 
If thats the question and its a single phase d.b. the answer is no
It will be single phase supply even though there is a three phase head installed
