Got a customer of mine, small sports club with a 3 phase supply. Rang me in a panic this morning. No power. Diagnosed supply problem over the phone. Said call UKPN

They found the problem. A damaged joint right on the boundary of the building. Almost half under it apparently. They’ve said they’re going to cut the cable there and move the cutout and meter to this point.

Can they do this? Means sports club have no power for now and have to pay me or someone else to urgently run a sub main a good 20m or more to get them back up and running.
Hate UKPN with a passion!
 
ESQCR 2020 says no, they can't do that as effectively it's removing a connection without due consultation
 
Bottom line here is that it's their equipment, not the installation. It's no different to if the damage was half a mile away.

Is (was) the cutout and meter inside the building, as in not on an outside wall?
Has the building been extended over (what's now) UKPN/s supply cable?

If the cable runs under the floor slab UKPN are right not to reconnect, there may be damage on that or possibly in the future.

They aren't removing a connection without consultation, they are carrying out an emergency repair but whilst doing so they can only re-energise the supply in line with current standards and if they are happy there are no other or potentially no other faults.

Have they finished and left, have they discussed what else needs to be done?

steps to avoid interruptions of supply resulting from his own acts."
 
I need to go and have a look really. Power is off for now! Think it’s probably due to them not wanting to connect to a cable that runs internally as the cutout is the other side of the building currently
