The best I can tell you is if each panel has a 4 wire service which means 2 hots, 1 neutral, and 1 equipment ground going to both panels from your main service panel then a third ground rod is not required.

The outlet should have a bare ground attached to the green screw and at no time should there be but one wire per screw. Purchase yellow wire nuts and twist the 2 wires together and use a price of the wire to terminate on the green screw. I hope this helps and good luck with your project.
I really wouldn’t worry about 3 amps by using 3 different meters or amp probes. I’m sure that all meters do not read the same. Maybe that 1 meter is cheaper than the others. Hope this helps
