If all the metal cases are connected with a cpc then 2 faults will trip fuses or circuit protection.
Im not sure making your own TN type of supply would be allowed perhaps contact the manufacturer, its the same type of thing with small generators for burger vans and the like.

I'm not sure what your electrical code says,but over here we would use a ground from a socket or take it back to the DB to the earth bar.
You really need a low amp clamp meter round the live and neutral,this will let you see where the leakage comes from,turn off all other Circuits on the shared (RCD).
Idealy run each element on its own for 10 or more minutes
I had a case like this where all the sockets (keyswitch) were wired L-N reverse from the manufacturer (we think).
In this case if polarity is correct at the Consumer Unit a wander lead can be used to check L N E at each socket to the disconnected Consumer Unit cables

You can fit Arc Fault Detection Device where you want not just sockets,some loads may not be enought to trip them,different makes show different patterns of lights,Hagar connects to an app to tell you the fault,though some have said bad things about the Hagar.
You Dont need to allow 13 amp per socket, just use either a standard ring 2.5 on 32 amp or a radial on a 16 amp 2.5, i would imagine its a wet area and will need suitable sockets and (RCD) Residual Current Device

It's not the regs changing it's how the severity is coded, napit seem to be different to electrical safety first,at the end of the day the inspector does the coding,though they should be able to justify why the code was assigned.
wiring up the earth will do very little if anything as i doubt any of the live(s) will be referenced to earth making it a neutral.
also because of this you should be wary about having many devices connected to it, especially if class 1 (metal) and within simultaneous touchable distance.
