We are having issues with our electrical system. In the garage, dining room, kitchen, one of two bathrooms, master bedroom and the front yard light post the lights and all electrical sockets will go all out Poltergeist on us. Lots of flashing, strobing and very few instances of total power loss. What I mean by that is the power is not off long enough to reset electrical devices such as Alexa, google home or a TV. Just a lot of flashing, and the sound of appliances trying to start up.

My landlord is having an electrician come out on Monday, possibly sooner and asked that I take pictures of the control panel. I noticed that there is an oily substance on two of the circuit breakers. I was wondering could this be the cause? And if so is this a fire hazard?

Here are the pics.

If that is not crazy, our dogs alert us seconds before it happens by barking like crazy.

Any information is greatly appreciated.

The electrician called and told me that it sounds like an downed neutral line and to call the power company and they would come out if that was not it.
