I would guess It was TNS originally then modified to pme.

I have the exact same thing in my house but there is one of those nailed on PME labels.

With a quick glance you would assume mine is TNS (without looking at the label) but on closer inspection it is PME
 
Can you seperate them and loop test?

Thanks Truckster. Will try that when I return in an hour so. Both braids go into the block, which has been sealed, but the seal was almost falling off when I looked at it this morning. I wouldn't be surprised if it's totally fallen off by the time I get back.

Ok. I've never come across a neutral earth link done in steel braid. I'm presuming its ok for fault current carrying capacity as per 16mm single. I'm sceptical .....

I'd be very sceptical too, You don't link the neutral to earth with a bare braided conductor. Further, you don't normally see the sweated sheath connection left in place on a TN-S to PME converted system, it's normally removed and any exposed lead sheath covered by amalgamating tape... Sounds like an unauthorized connection to me!!!
 
Are you sure they are steel braids? It’s most likely to be tinned copper braid, in which case it’s likely to be a pucka DNO job.
