That is a PME supply - send it to the DNO and ask them i that is their work or not.
It does not look like DNO (but I might be wrong) - the question is where does that other earth go to? a rod? bonding?

If its bonding you will need to reroute this via the CU so the RCD can protect the bonded supplies (Water and Gas)

I’m intrigued, how does a RCD protect the water and gas?
 
Never seen anything like this before!! And Not a PME warning label in sight, i'm ''still'' very suspicious, i'm afraid!! I certainly wouldn't leave that braid N-E connection in place if it were my house!!!

These new age meter men wouldn't know any better and would just re-seal willy nilly, so i wouldn't put too much weight behind it being sealed!!
