Why ???

Spotted this tonight in the pub toilet, is there a logical reason for this. This is in a national chain of food pubs, does anyone check the contractors or is it left to the manager to accept such work. Sorry about photo, only had my phone on me at the time.

It would be nice trying to think what their reason's were for this mess. NOT!
No justification really for leaving it like this or did they think no one would notice (drunken goggles) and think it was part of the wiring system?

maybe they had bought too many trunking bends and felt obliged to use them lol,ps be carefull taking photos in pub toilets you may find you have some explaining to do.

I had to find some way to hide the 4" hole for the old fan.
I see the beer mats and bar towels I stuffed in the hole appear to still be in place.
I'm an Electrician not a plasterer.
