Judging by the voltage operated trip I would say its TT so 14 ohms is pretty damn good, reccommend upgrading to split load boards with RCD`S as voltage trips are obsolete and pretty unreliable
 
it is tt then, there may not be an electrode , at this age the wire may go to a water pipe for example which would explain the low reading , 14 ohms is very low for an electrode unles its in waterlogged ground
 
Ty Trebor, will go back with fresh eyes.there is a board thru on other side of the wall.1 rcd about ten circuit.and 2.5mm t&e feeding another 3 way board in conservatory, underfloorheating ,rfc& lights. Anyway they are currently using a lot of extension leads . 8.5kw shower on 6mm t&e 32breaker.

What would you say to a reading of 0.29 ohms on a TT then? If you'd said it's not a bad reading I'd have agreed.
 
is it in a rural location?
a lot of the older dwellings up here have a tt system to the nearest overhead pole, an earth spike/rod at the pole and swa to the building using the armour to supply the earth from the rod.
