My dearest Daughter bought the house she was after and I eventually got to look at her Supply arrangement.
YES that is a jubilee clip you see clamping the (undersized) earth to the sheath.. looks a bit "IFFY" but zs is .23 of an ohm..

use the adiabatic to calculate the min. size of the earthing conductor. if that comes out at, say, 4mm, then a 6mm or 10mm can't be condemned as undersized.

I bet you won't get much of a Ze value out of that connection!!!! That jubilee clips looks to me, as if it's been attached to the PVC sheath of that DNO cable. It certainly doesn't look like any PILC that i've ever seen in the past!!

As for your extremely poor selection of the correct cable earthing clamp to use, i think your right to leave it another electrician. Hopefully, he will know about ''Constant Force'' spring earthing clamps. Not that they would be any good, on what could well be, a concentric or split concentric cable!! lol!! Maybe better to, contact the DNO and ascertain exactly what, if any, earthing system is being supplied to this installation!!
well...
a `quick lift the lid` would make matters clearer...would it not?

Which is exactly why I've wrote the words I have mate but just because it has a good Ze at present it doesn't make it a secure connection does it
well what we have here is duty of care & ensuring the install was good for continued service at the time of inspection & testing.....

its not one V the other...

If that was a PILC cable, the cut-out will be pitch filled, with a seal around the cable as it enters the cut-out. I can't see any form of sealing around the cable. Anyway, if that cables outer sheath isn't lead, you'll not be getting any Ze value.

The cable could be Jute covered PILC, but I need to see lower down the cable. There will be a point where the jute ends with copper whipping.

As for sealing a PILC without compound?
It’s easy if you have resin impregnated cotton tape. (I’m down to my last ½ roll).
There is the modern cheats method with H/S tube and a boot.
