We use Megger 1553 and Megger 1710 at our centre, I prefer the 1553 but the 1710 will do Ze and PFC at the same time and has left hand and right hand operation which is quite useful.
If you want a cheapish set try ebay and "socket and see" do a good, easy to use range

I doubt you would be able to jump onto 2330 Level 3 without having the 2330 Level 2 qualification first. The technical certificate is now QCF so I would speak to your local college they will be able to help. Although your Part P, 2392 and 17th will help they won't count towards your technical...
You would be best to speak to a local college as the qualifications you state are only level 2, you may be able to complete 2330 level 3 if you are lucky if not then the QCF level 3 components will need to be done to get your Level 3 technical certificate. Also you would need an NVQ 3 and an AM2...

You don't have to do that course to be able to get MCS accreditation and install, but to be able to fault find on them then thats the course
your formula will still work on 2 resistors but as a rule of thumb yes 3 or more, dont forget lowest common denominator and dont forget to flip the calculation because its 1
