If you are struggling with coding condition reports Napit do a really good book, icebreakers but there's a good rule to follow for general guidance.
If your fault situation breaches basic protection then it's a C1, if it breaches fault protection it's a C2.

Sounds like your 16mm is going to be a distribution circuit and not buried in a wall. You can always protect your final circuits with an RCD or RCBOs so if it's just above a ceiling you should get away with it
