It sounds like this kit falls between PAT and fixed wiring, you'll need to decide which one it is nearest too and stick to it. You just need to provide a reasoning as to why you chose which one if something ever goes wrong. If they have many flexes and plugs then i'd go for PAT and if it end up...

The R1R2 test is not there to proove polarity only to proove the earth is present and at a reasonably suitable value, hence having the option of doing an R2 test only. There is always the choice of R2 only test but this does involve a rather long earth lead which can be difficult in some...
you must remember that the test is designed to verify the R2 only, ie that the circuit is earthed to the end point and therefore safe to energise. When you test Zs you are verifying the earth fault path and how this will cause the protective device to react.
