Normally the on site generators are short term, I know data centres work on a four hour window. If the outage exceeds this then external generators are brought in, these plug into the site generator point which would then be running the essential circuits as I mentioned earlier.

withe the cable laid alongside some steps no doubt someone may try to used it a steady themselves at some point. Ideally it would be better buried but is the another option for the cable run, along a fence line for example?

With a discontinuous CPC someone could connect a class 1 accessory and consider it safely earthed as they would nice that nice bit of bare copper there. Also a fault on the circuit could make exposed conductive parts live and not necessarily in the same room as the fault.
You said CPC at DB and various parts of the circuit. This would be discontinuous and a C2
If there was no CPC and class 2 accessories then C3, class 1 accessories would be a C2.
You would need to buy the radio link bases with those. I’ve used them in the past and they’re very easy to instal and set up.
Where possible take the supply from the nearest light fitting, read the manufacturers instructions but generally they should be placed more than 300mm from any other...
