Your readings sound perfect, you want a mega high reading to earth, generally tie l+n together and test L+n to e but for an element it won't matter
L to n on insulation test will test zero as it's such a high scale v. low resistance.
Yes the megger 17xx defaulting to low current every time is annoying. Low current is good for nowt more than making observations IMO.
Also while on test leads, my Megger was acting up on continuity tests on multiple lead sets, a gentle tap with the pliers on the inserted test lead plug stops...
If going rcbo (and I'd echo not wanting that many mcbs on a RCD) Hagar do an 18 usable way that already has SPD onboard, ie 22 module. And they're my current favourite.
Re: using the service fuse as backup is acceptable , I queried it for a 10k scenario with the niceic tech line a few years ago.

Assuming extractor fans are in use, can you place a vent to external/other space in the electrics enclosure, effectively giving it slight positive pressure?

I wouldn't bother with a con unit for this, just leave it as a 16a (or 20a) radial and feed the lights off a switch fused spur. Con unit would add nothing unless you were looking to seperate the lighting provision for safety reasons.
When I was on the electric board We had a pair of pillocks connect a housing estate to a very large genset, the n lead was in two parts and not connected which they didn't realise, which had the effect of giving everyone 400v and borked VCR.
