The most likely explanation is that they are buildig a static charge,
then they touch some thing that is earthed ( metal switch plate )
and thus receive a tingle.
The solution is to change the metal switshs to plastic
so no more earthing thru switch plate.
Or change the carpet !
100A @ 230V = 23000W or 23Kva.
Allowing for a 20% head room takes that to 27.6 Kva.
Are you wanting three phase or single phase.
If you want 240v that goes to 24Kva and 28.8kVA.
As manufacturers guidelines cannot cover 100% of circumstances then sometimes it's down to your call, you have to make the decission as to weather it's safe.

Most smps require a minimum load to function correctily,
if you try a load smaller than that, it may or may not work,
i suggest your load on your smps is too small
try changing your smps for one designed for the smaller load.
