Unfortunately I don't have a picture of one, however you get a small plastic cover and place it over the data cable where it travels between compartments.
I ran my data in the top and bottom compartments too, so its most likely the cover that failed you. Its just a white rectangle with no back...
I never would, anything before the meter is nothing to do with me, just something to report to the customer / DNO. After the meter then it's my problem to solve.
Silly question But:
That earth connection to the mains incoming, is that clamp just put over the paint, or has it been cleared for a good connection?
From the photo it looks like its just on top of paint.

Tell them the top is not IP4x and a small child could poke their finger or something metallic in the hole in the top. Also mention it's showing signs of corrosion.
