Are you sure this isn't the customers own box added to house their equipment? (Rather than the DNO's).
If so it's up to you (and the customer) what is fitted.
Try this, it's a 59 page Power Point training session from an American company that I came across the other day. Some of it is basic but my be what you are looking for.

In that case, from a data cable installation point of view you'll need to know the total number of devices computers, telephones and network printers etc. so that you can install the required number of data outlets.
If the broadband and router are in the data cabinet you won't need data...
As usual the answer is "it all depends", both on the reason for asking the question and the situation you have in mind.
So a few questions /comments for clarification :-
Is the VOIP Service delivered from outside from a Service Provider (over the internet, normally using the SIP protocol) or...
Absolute maximum is 100m. (to stay within the standards) Work on 90 m. for the installed (solid core) cable from patch panel to outlet, and leaving up to 10 m. for the patch leads (flexible cable) at each end.
If you've got the job of terminating cables (and you've not done it before) take a...

Installations with these problems may appear to work but will suffer from poor...

If so, is there a decent distance between the power cabling and the video lead?
Is the video lead screened?

Don't know the plug supplier but could the lead set be this one:-

or this:-
Metrel Test Leads Black Green Blue
or this:-

The metal trunking will prevent any mains borne interference from affecting the data cables.
As long as the data cables are laid correctly (no tight bends, stretched or otherwise damaged)
